Five Bipartisan Members of the Congressional Inventions Caucus. One Message.

Intellectual Property Drives Innovation, Economic Growth, and American Competitiveness

America’s leadership in innovation has always been built on a simple but powerful idea: when inventors, creators, entrepreneurs, and researchers know their ideas will be protected, they are more willing to invest, innovate, and solve tomorrow’s challenges.

That principle is reflected in the Constitution itself, where intellectual property protections were established as a cornerstone of the nation’s economic future. Today, Members of the bipartisan Congressional Inventions Caucus continue to champion the importance of intellectual property (IP) as a driver of innovation, job creation, trade, and global competitiveness.

In our latest Congressional Voices on Intellectual Property video series, five Members of Congress share why strong IP protections remain essential to America’s future.

Intellectual Property Is Foundational in the United States

House Co-Chair of the Congressional Inventions Caucus Congresswoman Deborah Ross reminds us that intellectual property has been part of the American experiment from the very beginning.

“Intellectual property is foundational in our country…it is in the Constitution, it comes before the Bill of Rights…You need to have protection for the intellectual property, whether that’s copyright, trademark or patent. And our founders put this in the Constitution because they themselves experienced it.”

Her remarks underscore that protecting intellectual property is not a modern policy innovation—it is one of the Constitutional principles that has helped fuel more than two centuries of American ingenuity.

Innovation Depends on Protecting Inventors

Congressman Kevin Kiley highlights the direct connection between intellectual property protections and America’s position as the world’s innovation leader.

“IP is the foundation of innovation in the United States and an identity that we embrace and celebrate as the leading innovator in the entire world. That’s all premised on the ability of creators and inventors to receive protection for their sweat, toil and genius and everything that goes into an active invention.”

Strong patent, trademark, and copyright protections reward creativity and encourage the next generation of innovators to pursue breakthrough ideas that strengthen the American economy.

Innovation Strengthens Local Communities

For Congresswoman Nikki Budzinski, intellectual property is not simply a national issue—it has tangible impacts on local economies and emerging industries.

“IP is important to my district because it’s really the core of innovation…It’s thru innovation that we have been able to transform biomanufacturing and fermentation into a growing industry.”

Her perspective illustrates how innovation ecosystems supported by strong IP protections create jobs, attract investment, and help communities compete in rapidly evolving industries.

Intellectual Property Supports American Trade

Congressman Jimmy Panetta emphasizes that intellectual property protections are also essential to international trade and America’s economic relationships around the world.

“What role does IP protection play in trade policy? Obviously a very important role… to ensure that we can trust who we’re dealing with abroad. We, on the Ways & Means Committee and Trade Subcommittee, we have to make sure that Members of Congress know how important IP protections are.”

As American companies compete globally, protecting innovation abroad is just as important as protecting it at home.

America’s Future Depends on Winning the Innovation Race

Looking ahead, Senator Steve Daines stresses that intellectual property will be central to America’s competitiveness in the years to come.

“It’s not where we’re at today, it’s where we’ll be in the next 5–10 years. This is a race, it’s all about a race on intellectual property. Number 1, protecting U.S. intellectual property. Number 2, continuing to advance and accelerate the rate of innovation and more patents.”

His comments serve as a reminder that innovation is not static. Maintaining America’s leadership requires continued investment in research, invention, and policies that protect intellectual property.

One Bipartisan Message

Although each Member approaches intellectual property from a different perspective—whether through constitutional principles, innovation, economic development, trade, or global competitiveness—their message is remarkably consistent.

Strong intellectual property protections help foster innovation, support American jobs, strengthen local economies, encourage investment, and position the United States to compete in an increasingly competitive global marketplace.

These bipartisan voices demonstrate why intellectual property continues to be one of America’s greatest strategic assets.
